Seems i got a compatibility issue and i cannot install Win10 1803/1809/1903 version drivers. Was the Windows 10 Pro a retail purchased license or was Windows installed on the Surface 3 when purchased or as a free upgrade form a Windows that was on the surface 3 when purchased? If the latter then it is OEM and tied to the motherboard in the Surface 3 and can not be transferred. If it was the retail purchased license it has transfer rights.
